Most dailies carried reports on Prime Minister fulfilling his promises on jobs for Baloch youth. Editorials however noted that situation in the volatile province could have been different had the Prime Minister address the twin demands of the resource rich province – one punishment to the killers of Akbar Bugti; two tracing the missing Baloch youth. The army has asked a Major General to cough up Rs. 5 lakh after he was caught and punished in a railway bogie theft case.

AFGHANISTAN
1. Pakistan has banned the export of Petroleum Products to Afghanistan. (Jang)

2. Spain’s special envoy for Af-Pak has reached Islamabad and held separate meetings with foreign minister Hina Rabbani Khar and foreign secretary Salman Bashir. (Nawa-i-Waqt)

3. India would invest USD 30 billion in Afghanistan under military cooperation and for the rehabilitation of Afghans. Indian Army posts would be constructed at 24 places in Afghanistan and all developmental works would be carried out under the supervision of the Army. Indian government would also invest USD 21 billion on Afghan trade jointly with the US. Sources said. (Jang)

UNITED STATES
1/Al Qalam editorial says: America is declining. Protests against unemployment and against monetary institutions have spread to 70 cities across the country. The protestors have also asked their government to stop interfering in Afghanistan and Pakistan as these undeclared wars have made the US bankrupt and the economy is collapsing. INDIA
1. Indian Railways have refused to lease 50 rail engines to Pakistan. (Baad-e-Shimal, Nawa-i-Waqt, Ibrat)

2. Indian Defence minister, AK Anthony while addressing a four-day Navy Commanders’ conference and later talking to the media said India was aware of the presence of China’s People Liberation Army in PoK and had conveyed its concern on the issue to the Chinese command. (Baad-e-Shimal)

2. Analyst Shahzad Qureshi says: Three Indian states that are bigger than Pakistan are under the control of Hindu fundamentalists but America has not put pressure on India to end extremism in its states. Why?  (Ausaf, 12 October)

3. Daily Pak editorial: Indian consulates in Afghanistan are busy conspiring against Pakistan. (Daily Pak Edit)

4. Nawa-i-Waqt editorial: If India believes that Kashmir is an integral part of its territory, why the dialogues are being held (with Pakistan).   Pakistan should realize that India’s dialogue is only a drama and it should make real efforts for resolving the Kashmir dispute. ..India has intensified its efforts to dry up Pakistan by building many dams on rivers flowing into the country. By 2020 India would be able to stop the last drop to Pakistan. …Commerce Minister Amin Fahim’s proposal to give the MFN status to India under such circumstances is a betrayal to the Kashmir cause. DEFENCE
1. The army has asked Major General Ayub to pay Rs. 5 lakh to the National Treasury. He was accused in a railway bogie theft case and was removed after the allegation was proved. (Urdupoint)

TERRORISM & EXTREMISM
1. Hamid Mir in his column writes about the ambiguity on the death penalty awarded to Mumtaz Qadri who had killed Punjab Governor Salman Taseer. “The issue is mind versus heart. While the mind says that a killer should be punished, the heart rules that the assassination was a result of intense love for the Lord and His messenger and hence Mumtaz Qadri should be pardoned. So far, the political parties have kept quiet but once the external reactions starts flowing in, they would also follow the madness of heart. Even if Muslims fight with each other, they are one community and they are bound to unite against others. The mind could not accept that a gentleman like Muhammad Ali Jinnah could become the leader of Pakistan but the heart accepts him with respect without any sectarian difference. ….There are two paths, one positive showed by Jinnah and the other the negative madness of suicide attackers. (Jang)

2. Baad-e-Shimal editorially criticised US for holding dialogues with Haqqani network. ‘On the one hand US itself holds dialogues with Haqqani network but on the other hand it has been alleging that Pakistan has ties to the Haqqani group’. (Baad-e-Shimal Edit)

POLITICAL DEVELOPMENTS
1. Various political, religious, and former military leaders have united to re-establish the Defence of Pakistan Council, according to sources. JUI-S Chief, Maulana Sami-ul Haq, has been nominated as its Chairman. (Ummat, Jinnah)

2. JUI leaders in Chilas, Maulvi Shuja-ul-Haq and Malik Rehmat have announced joining PML-N along with their followers. (Baad-e-Shimal)

3. Chief Justice Iftikhar Chaudhary is rated the most popular person in Pakistan, a survey by the Pakistan Institute of Legislative Development and Transparency shows. Former Prime Minister Nawaz Sharif is ranked Number Two, followed by Punjab CM Shahbaz at no.3, Imran Khan at No.4 and army chief Kayani at No.5. Amongst the most unpopular in the country, ANP’s Asfandyar Wali tops the list; close behind him at the Number two slot is Altaf Hussain of MQM. The three to six slots are occupied by PML (Q) chief Shujaat Chaudhary, President Zardari, JUI (F)’s Maulana Fazlur Rehman, and PM Gilani in that order.  
The survey also concluded that the CMs of the provinces excluding Punjab were unfavourably viewed. With regards to army operations at Swat and Waziristan, the army’s anti-terror operation is at no.1 at these places. The survey says 76% of people felt that the government has failed in maintaining law and order. With regards to peoples’ trust in government bodies, the Army comes at no.1 and judiciary at no.2 while the ranking of police and lower courts is in negative. 74% of people in the country feel that investigations in the Benazir matter are not on the right track.
PPP, PML (Q) and MQM have rejected these findings but the PML (N) has approved of the survey. (Kawish)

4. Murtaza Saiyal writes in Ibrat: Pakistan is heading for unsavoury times…. It remains to be seen how much successful the PPP would be in winning back the trust and support of its allies. (Ibrat)

5. Imdad Soomro writes in Ibrat: Banning Peoples’ Peace Party is not a solution and the decision is triggering more problems. Banning a party or group, even if it is MQM, is not a solution of any problem. (Ibrat)

6. Daily Intekhab editorial: Lahore High Court has asked 15 political leaders including President Zardari, PM Gilani, and PML-N Chief Nawaz Sharif to submit a list of their overseas assets. The direction came on a petition which has alleged that these leaders stocking their wealth aboard while National Treasury has no money to help people of Pakistan. (Daily Intekhab Edit)

7. Daily Pak editorial commented that so far none of the fifteen political leaders have submitted their overseas wealth particulars to the Lahore High Court. (Daily Pak Edit)

8. Columnist Irfan Siddiqui writes in the Jang:  Martial law imposed by Pervez Musharraf on 12th October 1999 was quite different from the reigns of dictatorship since 1947…The person responsible for destroying Pakistan is still living freely and peacefully. ..It is the PPP government that came to power after every dictator’s rule. But PPP has failed to do anything against Musharraf. In fact, he became the first dictator to get a red carpet farewell; the Prime Minster had even said that charging Musharraf was not doable. History would definitely ask this question to all stakeholders that whether Musharraf was the big criminal or those who could not even say a word against such a monstrous dictator. Democracy is weak in Pakistan because no one dares to stand against dictatorship. (Jang)

ECONOMY
1. Pakistan’s representative to the UN, Abdullah Haroon, said in New York that the international community is fed up of Pakistan’s appeals for aid. (Nawa-i-Waqt)

2. A Chinese company has been given contract to build the Bunji dam, said Construction Minister Mohammad Nasir. (Baad-e-Shimal)

3. Wind Mill projects coming up at Thatta are turning out to be very costly. An application put up for tariff to NEPRA states that the project costs Rs.110 lakhs and will yield 49.5 MW. The production cost is estimated at 13.32 paisa per unit. One MW power will cost Rs.22 billion. (Awami Awaz, 12 October)
Dues of Pakistan Railways to Pakistan State Oil have crossed more than 1 billion 13 crore rupees. (Urdupoint)

4. After making a payment of Rs.2.50 crores, the Pakistan Railways has got fuel from Pakistan State Oil. This fuel will last for four days. Out of 204 trains, 102 trains have shut down services. Non-payment of bills has seen to disconnection of gas/power supply to the colonies of railway offices and staff.  The s railways are left with only 91 engines and hence several train services are running late exposing passengers to immense hardships. The employees have given a call for protest demos on October 13. (Kawish)

5. Ausaf Edit on the state carrier, PIA, says: As our investigation reports on PIA have revealed, PIA is facing a deficit of Rs. 144 billion; its monthly loss is Rs. 80 crore. These losses are the outcome of appointments based on political considerations, extravagant official expenditure and negligence of the administration. The airline is saddled with a staff of 22, 000. It means every single PIA plane has 458 staff. Like the PIA, the Pakistan Railways are also going through difficult times. As many as 115 train services have been stopped. The 90,000 railway employees are however being given their salaries and salaries and other amenities. Another white elephant is Pakistan Mills. (Ausaf Edit, 12 October)

SINDH
1. MQM terrorists are preparing a big attack to get control of Lyari. In the first phase the Arshad Pappu Group would start action in Pak Colony and then Lyari would be attacked. MQM has formed a group consisting of 400 terrorists and its movement would be controlled from Dubai. MQM terrorists would also go against the banned People’s Peace Party as the federal department has sent reports to higher authorities of some big clashes in Karachi. (Ummat)

2. Ibrat editorial warns that testing times were ahead for Sindh over the implementation of the Nazim system. (Ibrat Edit)

President Zardari has summoned Sindh Additional IG Police to Islamabad.  There is likely to be a major reshuffle in the Sindh Police department over the next 24 hours.  Bashir Sheikh is likely to replace Saud Mirza as DIG CID. Additional IG, Traffic Police, Mushtaq Shah is likely to take over as police IG, Sindh. Names of Ramzan Cheena (Chairman, Anti-Corruption) and Salman Syed are also being considered as probable candidates for the Sindh Police IG post. Wajid Durrani, has been appointed DG IB (Ibrat)

3. Former advisor to Sindh CM Qaiser Bengali has proposed a plan to split Karachi into three districts, as well as to give Hyderabad the status of a city government. His plan also includes giving metropolitan status to Sukkur and Larkana. (Ibrat)

BALOCHISTAN
1. JWP Chief Talal Bugti said that he would invite Dr. Zulfiqar Mirza, Ghinwa Bhutto and Benazir Bhutto’s political secretary and close aid Naheed Khan to meet him in Quetta. (Ummat)

2. JUI chief Maulana Fazlur Rahman, while addressing top leaders at Maulana Abdul Wase’s residence said that America’s purpose of setting up US consulate in Quetta was to promote terrorism in Balochistan, and some political parties were supporting the US.  He said that to counter anti-Islam powers, unity of religious parties was essential and soon the MMA would be revived… The meeting discussed the situations in Balochistan, Afghanistan. 3. Jinnah editorially called for intensified efforts for the implementation of the Balochistan package. (Jinnah)

4. Khabrain editorial is on recruitment of about 20,000 Baloch youth in the Army. This is a positive development to prevent exploitation of the situation by foreign powers. (Khabrain Edit)

5. Editorials have welcomed jobs to thousands of Baloch youth in the Pakistan Army and said the PPP government has fulfilled its promise. There is no doubt that external hands including that of India and America are working to spread unrest in Balochistan which is drawing everyone’s attention to its abundant natural resources. 6. Editorial in Jinnah has asked the government to give evidence of Indian intervention in Balochistan to the international community. (Jinnah)

7. Daily Pak editorial is on Prime Minister’s peace offer to angry Balochs. Appreciating the offer made during a passing out parade, the daily said the government has implemented many of its promises for development of Balochistan. Including big and small dams, 1180 development projects have been planned. Of them, 133 projects are underway. In the current Financial Year, another Rs.29 billion has been allocated for these projects. The federal government has decided to give away 30% share from its 50% share in the Sendak project to Balochistan. ….A foreign hand is involved in terrorist activities in Balochistan. 8. Nawa-i-Waqt while appreciating PM’s peace offer to angry Baloch leaders and fulfilling his  promise to provide job to Baloch youths, says:Balochistan has only two demands -One  revenge for Akbar Bugti’s murder; Two  tracing the missing Baloch youth. If the government has addressed twin demands, Baloch’s anger would have subsided by now. (Nawa-i-Waqt Edit)

POK NEWS
1. Former member of Pakistan parliament (National Assembly), Marvi Memon, has planned an agitation against India’s terrorism at the Line of Control. (Daily Dharti)

G-B NEWS
1. Manzoor Kashiro said that ministers of Gilgit Baltistan are sitting in Islamabad while the people are suffering in Gilgit. He claimed that terrorist incidents have increased in Gilgit; the government writ is almost nowhere which is also affecting trade. (Ausaf, 12 October)

2. President Zardari will inaugurate the Diamer Bhasha Dam on 18th October 2011. G-B chief minister Shah Mehdi has been summoned to Islamabad for a special meeting with President Zardari. Mehdi will brief the President of the travel arrangements made for him. He may receive some special instructions from Zardari on planning the visit. (Ausaf, 12 October)

3. Gilgit Baltistan Deputy Speaker, Jamil Ahmed, said that the government is striving to end unemployment, poverty and sectarianism. He said that those who criticize the government would be defeated in the next elections. (Ausaf, 12 October)

4. Thousands of people affected by floods in Hunza district are being deprived of Watan Cards; they have threatened to stage protests. (Ausaf, 12 October)
5. Daily Dharti editorial has condemned torture of students by teachers in classrooms. It said one such incident had taken place in Dhirkot. (Daily Dharti Edit)
