Election will definitely take place, says most dailies, and add there can be no doubt because Gen Kayani has given his word with his latest statement. Ummat reports that Sarabjit Singh was attacked by enraged prisoners because the government had not hanged him.

AFGHANISTAN
1.Suicide attack on University Road-Peshawar was carried out to target Qazi Amin Waqad, former Federal Minister of Afghanistan and his nephew, Qazi Muhammad Idris who had come to Pakistan as representatives of the Afghan Peace Council and were scheduled to meet leader of Muttahida Ulema Council, Allama Tahir Asharafi. INDIA

1. General Secretary of Shabab Milli (Karachi) Osman Farooq condemned obscenity in the Pakistan media and stated that copying Indian culture on national channels was mental slavery. (Jasarat)

2. Sarabjit Singh was attacked by enraged prisoners because the government had not hanged him. (Ummat)

3. Indian terrorist Sarabjit Singh finally died in Jinnah Hospital after being attacked by fellow prisoners in Kot-Lakhpat jail. (Baad-e-Shimal)

DEFENCE

1. Hamid Mir in his column is happy that  on Martyrs’ Day at GHQ before paying tribute to the Army’s martyrs, tribute were paid to FC, police, politicians and journalists who had laid their lives for the country. This function marked an attempt to cut the distance between the Army and the people. (Jang)

2. JI Chief Syed Munawar Hasan said that Kayani’s statement has undone the efforts of those who wanted to postpone elections and reflects the aspiration of the people of Pakistan. He adds that those who are terming elections as a battle between pro and anti-Taliban forces are living in a fool’s paradise. (Jasarat)

3. Corp Commander Karachi Lt Gen Ijaz Chaudhury said that they will counter elements spreading terrorism and will not allow them to success in their ambitions. Chaudhury was speaking in Malir on the occasion of Youm-e-Shohda. (Jasarat, Jang)

4. According to army sources, a comprehensive security plan has been formulated for elections, and the Army will act as a Quick Response Force. (Daily Intekhab)

5. Commenting on Gen Kayani’s statement issued on Martyr’s Day, defence analyst, Air Marshal (rtd) Shehzad Chaudhry said that Gen. Kayani has given a message to liberal and religious parties with regard to talks with terrorists; that extremists should first accept the Constitution of Pakistan, and to the people who think that war is the solution to problems, he has given message that war is not the solution. He said that if Musharraf gets his punishment then the Army will not take over the government, but will harass the government.

6. Brig. Asad Munir said that Gen. Kayani’s talk of punishment and rewards was spot on Musharraf’s trial. Hafiz Salman Butt said that Gen Kayani has tried to remove doubts from among the Army. Mossad and RAW agents in the guise of Taliban are spreading destruction in the country. Shahin Sehbai said that Gen Kayani has given a clear message to the politicians that the Army tolerated them for 5 years but this not the way to run the system.  Lt. Gen. (rtd) Abdul Qayum said that Kayani has given the indication that if democracy does not do anything then the threat of dictatorship will remain. Lt. Gen (rtd) Talat Masood said that by declaring war against terror as the nation’s war, he has forced Imran Khan and JI to change their thinking. (Roznama Dunya)

7. Several editorials have appeared welcoming the Tuesday statements of COAS Gen Kayani that the election will take place on 11 May and the Army will support free and fair elections. (Jasarat, Ummat, Khabrain, Daily Pak and Nawa-i-Waqt)
 
TERRORISM & EXTREMISM
1. In-charge of Falah-e-Insaniyat Foundation Shahid Mahmood claimed that the second round of aid has been sent to earthquake-affected in Balochistan and claimed that the aid was worth Rs.21.60 lakhs. Help will be extended until the affected people are rehabilitated. (Ummat)

2. The election procession of independent candidate from PB 29, Mirullah Dana Imrani was attacked with a remote-controlled bomb. No one was injured. The blast was so powerful that it created a 3 feet deep crater. (Jinnah)

3. Former federal minister, Samsam Bukhari has said that it is a conspiracy to make Pakistan Taliban’s Pakistan on the lines of JI. He said that TTP has spread terrorism in Balochistan, Sindh and KP.  Since Shahbaz Sharif had appealed to Taliban in Jamia Naeemiya, not to carry out terrorism in Punjab, he felt that there is some kind of conformity between TTP and PML-N. 4. Haani writes in his column titled ‘Establishment of Religion of Allah and General Jihad’ that Mujahideen-e-Islam have stopped armies of non-believers and states that the more jihad spreads, the more regimes of non-believers will be shaken. Haani says that the liberal system in Pakistan was responsible for anarchy and chaos.  This class looted the nation and filled the banks of anti-Islam and anti-Pakistan nations. Haani writes that that jihad in Kashmir, Afghanistan, Iraq, Burma, Chechnya, Palestine and Syria have shown a ray of hope of general jihad to the entire Muslim Umma and claims that soon by the establishment of the religion of Allah, jihad will be strengthened and by jihad, the establishment of khilafat will be strengthened.   (Al Murabitun, 13 May)

POLITICAL DEVELOPMENTS
1. At a press conference, the chief of Sunni Tehreek, Sarwat Ejaz Qadri demanded that the elections be postponed by a month in view of the security situation in the country. (Khabrain, Urdupoint)

2. The Human Rights Commission of Pakistan has expressed its concern over the abductions of political activists in several parts of Balochistan including Gwadar and the killing of two   worker of Jiye Sindh Muttahida Mahaz from Sindh while in police custody. The statement said:  9 youth were reportedly abducted from Turbat and Tump talukas of Kech district in Balochistan by security forces. About a dozen vehicles were used by uniformed security officials during the operations at Turbat and a day before 42 persons were abducted from Gwadar’s Pasni area. 40 of them were handed over to the police and the remaining two are still in custody. The HRCP has demanded that locations where all the abducted persons are being kept be declared or they be immediately released. (Awami Awaz)

3. Jabbar Bhatti says this is the time for human rights groups working in Pakistan and all educated persons to play their roles so that the exploitation and violation of human rights stops and the rule of law is restored. (Awami Awaz)

4. Ibrahim Kumbhar says in his article that all out efforts are being made to save Musharraf from treason charges. (Kawish, 1 May)

5. Nawa-i-Waqt says the life ban on Musharraf  from contesting any elections was no reasonable punishment to the charges of breaking the Constitution twice. Art. 6 should be applied and not only for Musharraf but for everyone, including Gen. Ayub Khan and others who had been supporting such unconstitutional dictatorships. (Nawa-i-Waqt Edit)

6. Columnist Nazir Naji  says while President Zardari did good work, he chose  wrong PMs who had no vision and spoilt Zardari and the party’s image. He notes that many PPP members have quit the party and joined other parties like ANP, and says since the terrorists are targeting these parties, they have all been brought together. He alleges that India has a role in creating the unrest in Balochistan and instigating the separatist movement for Sindhu desh in Sindh. (Roznama Dunya)

7. Irfan Siddiqui in his column writes that where Gen. Kayani and CJP Iftekhar Chaudhry’s statements give the indication that the elections will be held on time, the press conference of PPP, ANP and MQM create doubts. An alliance between PPP and PML-Q seems to be disappearing and PML-Q leaders indicate supporting Imran Khan. (Jang)

ECONOMY-WATER- ENERGY

1. Pakistan Government has given its approval for the construction of an 87 MW Power Project in Phindar area of Ghizer and soon the work would be started. (Bang-e-Sahar)

2. For third time in a week, the Sindh government has lodged protests with IRSA saying it is getting less water than its share. It has also has been bringing to IRSA’s notice that Indus waters are being taken to the Chashma-Jhelum and Pinjad Link canals. Sindh has been pointing out to IRSA that while Tarbela waters are being taken out, the Mangla Dam is being filled. After April 23 and 25, the Sindh Irrigation Department has written a third letter pointing out these issues and stating that the Tarbela is now left with just 5.97 feet of water, and the levels are on the decline. The letter says though levels in the Mangla are at 68.1 feet, it is being continuously filled. Sindh authorities fear that the Tarbela might be reaching its dead level in two-three days. The letter points out the fact that Sindh is dependent on Indus. The letter further says right now it is a drought-like situation in Sindh and kharif crops have also started drying up. Hence, the letter has requested that Chashma Jhelum and Taunsa Pinjad link canals and Sindh be given water from the Mangla Dam so that the kharif crop can be sown. (Awami Awaz)

KHYBER PAKHTUNKHWAH (NWFP/FATA)
1. As the attacks continue on election candidates and meetings, the government of KP has asked candidates to limit their activities to their constituencies. Many candidates opened their election offices in Peshawar city areas near their constituencies where people affected by operations came in large numbers. This is posing a danger to the people in the vicinity, and hence this new directive on campaigning. (Jinnah)

PUNJAB
1.The caretaker Interior Minister of Punjab Tariq Pervez said that the Army will be deployed in every constituency in Punjab and stated that the deployment of the Army should not be taken as the failure of the police force. (Jasarat)

2. Punjab was protected from terrorism because of fool proof security and the daily intelligence reports. The provincial Interior Minister has formed a three-phase security plan for the election. At the federal level and in the other three provinces, however, terrorists are taking advantage of inadequate planning. (Ummat)

SINDH
1. JI Sindh President Dr Mehraj-ul-Huda Siddiqui and President of Milli Yakjehti Council (Sindh) Asadullah Bhutto have condemned the suicide attack on convoy of NPP candidate Dr Ibrahim Jatoi and termed it the inability of caretaker government. Dr Mehraj-ul-Huda said that violence in Karachi continued at the behest of the US to stop the onward march of nationalists and Islamist parties. Huda demanded that the Army be deployed across the country including Karachi to establish law and order. (Jasarat)

2. Deputy President of JI Sindh Rashid Nasim criticised MQM’s opposition to army deployment on the Election Day and said MQM’s is enemy of peace. (Ummat)

3. Three activists from Sindh nationalist groups, one from Jiye Sindh Tehreek and two from Jiye Sindh Qaumi Mahaz, were abducted last night from Karachi’s Bhatai Abad Rashdi chowk by plain-cloth officials who came in five vehicles and forcibly entered their homes. All the abducted have been taken to an undisclosed place. Dr.Safdar Sariki, chief of Jiye Sindh Tehreek, has condemned the abductions and also expressed concern over continuing abductions and custodial killings. (Awami Awaz)

1. Labourers Unions have decided to establish Gilgit-Baltistan Workers Federation to fight for the rights of labourers working in NETCO, Water and Power, WASA, P&R Forest, and the Secretariat. (Bang-e-Sahar)

2. Many developmental projects have been stopped in GB due to the shortage of funds. Repairs to many bridges have also been stopped making travel very difficult. (Bang-e-Sahar)
