A new country on the border of Pakistan, Afghanistan and China is a plan that the US and the UK are working, says Awami Awaz quoting lawmakers from the Badakhshan province. The daily has however slipped in a denial of the reports from the American embassy. Load shedding, water shortage and corruption are the other major news of the day though not in that order.

AFGHANISTAN
1.There are rumours of a new country in the making along the boundaries of Pakistan and Afghanistan. A member of Parliament from the Badakhshan province in Afghanistan Latif Pedram claims that the US and UK were trying to build another country in this region which will comprise Pakistan’s Gilgit-Baltistan, Afghanistan’s Badakhshan and Tajikistan’s borders; it will also border China. According to Pedram, both powers have tried this for years. A woman parliamentarian from Badakhshan, Fauzia Kofi said that the construction of the Resham Highway was also part of this plan. She said that not much work was being done at the Resham Highway because of poor law and order conditions in Badakhshan and Tajikistan. She also endorsed Pedram’s opinion of US and UK planning a new country. The American Consulate in Afghanistan had rejected these reports. (Awami Awaz)

INDIA
2.Sources claim that MQM Rabeta Committee member Muhammad Anwar has started transferring his wealth to India and has sent £ 3.1 million to India through Forex Money Exchange.  Syed Hamidullah was the recipient in India, the sources said.  (Ummat)

3.Mahaz-e-Azadi (Liberation Front) Chief Azam Inquilabi said that there would be a strike across the border in Kashmir on 13th August in protest against the 1948 and 1949 UN resolutions over Kashmir. He added that Kashmir was not a border dispute and should be settled by tri-party talks only. (Daily Dharti)

4.Ausaf edit says in the past, it was said that the Pakistani Army had interests in Kashmir and hence, it had kept the Kashmir issue burning. Now the same thing was being said about India and the Indian Army with regards to the Kashmir issue.  (Ausaf Edit)

5.Addressing Iftar dinners in Sahiwal and Sialkot JuD leader Hafiz Saeed, said that the restoration of NATO supply was against aspirations of the Pakistani community. He said that in return for some money, sacrificing national interests was not good. He opposed any kind of help to NATO forces as NATO forces were involved in brutality in Afghanistan. Regarding peace in South Asia, he said that it was not possible until the Kashmir issue was resolved. He accused India of making Pakistan’s soil barren by taking excuse of negotiations and friendship. He said that they could not restrain India from constructing dams through negotiations. He urged the government to take serious action in order to free Pakistan’s rivers from Indian occupation. He said that after US vacates from the region, India could not stay in Kashmir. (Jinnah)

6.Speaking on the issue of Palestine at a conference organized by the Noor-e-Haq Foundation, JI (AJK) Chief Abdul Rashid Turabi said that the liberation of Kashmir and Palestine was possible only through jihad. (Daily Dharti, Jang)

7.Nawa-i-Waqt editorial has criticised that the Indian court has given a very lenient punishment to culprits of the Gujarat riots. It said that the international community should take notice of the Assam riots.  (Nawa-i-Waqt Edit)

UNITED STATES
1.JI (Balochistan) chief Abdul Mateen Akhwanzada said that the attacks on NATO trucks were legitimate. He said that Muslims should not support forces which were killing Muslims. (Jasarat)

2.JI Secretary General Liyaqat Baloch criticized the government for signing the MoU with the US for resumption of NATO supply lines. Baloch claimed this is equal to harming one’s own interests. (Jasarat)

3.Difa-e-Pakistan Council central leader Abdul Rehman Makki has considered ISI chief’s US visit as a test. He said if the US was not willing to stop drone attacks, an announcement would be made to target drones. (Jinnah)

DEFENCE
1.Defense Establishment of Pakistan has asked the government to stop access to Indian channels that were destroying the Pakistani culture and faith. (Jang)

TERRORISM & EXTREMISM
1.JuD Amir Maulana Abdul Aziz Alvi said that Muslims should stand up for jihad if they wanted to continue on the earth. (Daily Dharti)

2.Al Qalam displays a passage from the book ‘Durus-e-Jihad’ (Lessons of Jihad- by Azhar Masood) which states that if the airplane was the easiest way to travel in the quickest time, then jihad was the finest way to achieve closeness to Allah and to obtain paradise. This passage quotes Prophet Muhammad saaying that the ‘shortest way to paradise was jihad’. It states that every Muslim desired paradise but it was paradise which longed for the Mujahid. POLITICAL DEVELOPMENTS
1.Muhammad Ali Asad, the main person involved in exposing the Pakistani passport system, talking on an interview to a private TV channel, said that he was waiting for the Interior Advisor Rehman Malik to take action against him in the British court. He   claimed that the passport system in Pakistan was corrupt and said he will release more videos as evidence.  Asad also claimed that terrorists were benefiting from the mistakes in the Pakistani passport system. A ‘Red Warrant’ had been issued against Muhammad Asad and that Interpol had been contacted for his arrest. (Jasarat, Urdupoint, Jinnah)

2.Federal government has appointed 6 new Deputy Attorney Generals. One of them is former Punjab Governor Salman Taseer’s Wife Yasmin Sehgal. Others include Chaudhary Ishaq Iftekhar Shahid, Mohammad Pervez Iftekhar Cheema, Ahmad Shahzad Farooq, and Naved Inayat   (Jinnah)

3.Nawa-i-Waqt editorial on President’s meeting on load shedding says when people voted for PPP they had a lot of expectations, but the PPP government had failed them. It says that the initial economic and social turmoil had gone out of control now. It talks about inflation, target killings, lawlessness, anarchy, failed foreign policy, clashes among national institutions, unemployment etc. Edit writes that one reason for inflation is the energy crisis and comments that the minister who had been responsible for rental power, had been made the PM. Edit warns that if the government did not take up reforms on a war footing, people may not have patience to wait for the next elections. (Nawa-i-Waqt Edit)

4.Daily Pak’s editorial on the clash between the judiciary and the government suggests that politicians should avoid taking their differences to courts and settle issues in the political field. Edit says they should also respect court decisions. (Daily Pak Edit)

5.Nawa-i-Waqt editorial says if the legislature has the power to make laws, the judiciary had a right to interpret and analyze law. It says that if the judiciary was carrying out its duty, the government should not get upset. (Nawa-i-Waqt Edit)

6.Jang editorial says as the new electoral list was out, it had become the responsibility of the political parties to cooperate with the ECP in other matters as well and to concentrate on resolving the problems of the people. (Jang Edit)

7.Daily Intekhab says in its edit that the ECP has declared that the old voter list would be used for the next elections and that President Zardari had claimed there would be a PPP CM in all provinces. Edit says that many were of the opinion that ‘tsunami’ of Imran Khan would fail to make any impact. It says that one thing was clear that the same old faces would be sitting in assemblies after the next elections. Edit says it seems that the new elections would not bring any desirable change and the people will have to start a struggle to bring about a favourable change. (Daily Intekhab Edit)  

ECONOMY-WATER- ENERGY
1.Qurban Baloch writes in Kawish that Pakistan was heading to a state of acute water scarcity. He says some areas may face serious water shortage during winter for crops and also for drinking purposes. Dr. Qamar Zaman Chaudhary, Director General of Pakistan Weather Department and Vice President of World Meteorological Organization, Asia, says that the President, the PM and provincial governments and all stakeholders had been warned and had been asked to take precautionary measures. He said that the water availability in dams was low compared to several years in the past. He said that the maximum water storage capacity at the Tarbela was 1550 feet but the water level was at 1463 feet; the maximum storage capacity at Mangla was 1242 feet, but the current water level was at 1154 feet. According to Dr. Chaudhary, dams could not be filled to the brim this season. (Kawish, 31 July)

2.Addressing a demonstration against power cuts, CM Shahbaz Sharif said that Punjab was being discriminated against in this regard. He also threatened President Zardari that this act of vendetta against Punjab must be brought to an end; otherwise, else could cost him a lot. He said that Punjab industries got power for 3.5 days in a week, whereas every other province was being given power for 5 days a week. He said that the people were left with no option but to agitate when they are facing power cuts of 18-hours a day. (Ibrat)

3.Singapore, UK and Dubai have reportedly offered to invest in the project of running cars on water being carried out by Engineer Agha Waqar. (Urdupoint)

4.KP government has arrested 17 people and cases have been registered against 1157 others for riots and violence during protests against load shedding. (Ausaf)’

5.Awami Awaz says in its editorial that Punjab has been forcibly taking waters from the Chashma Jhelum Link canal; it was also stealing waters from the Chashma and the Taunsa barrages. Edit says it was time Sindh stood up against these acts of Punjab; edit says Sindh should also take up matters at the highest level as to why Sindh alone has to bear the brunt of natural calamities and how it should demand equitable water distribution. Edit insists that Sindh should insist that if there was a water shortage, it should be shared equally by all provinces. Edit says that Sindh could come out of the water crisis only when the 1991 pact on water was strictly implemented. (Awami Awaz Edit)

6.Ausaf edit on violent protests against load shedding says if the government did not resolve the energy crisis, the situation could worsen as the people were angry. When PPP came to power, the demand for electricity was about 11,000 MW; since then, connections have been distributed on political considerations and now the electricity demand had reached 18,000 MW. Edit says that a shortfall of 5000-6000 MW will continue as no steps had been taken to either generate or procure this amount of electricity. (Ausaf Edit)

7.Jasarat’s editorial on load shedding says energy crisis is the main reason of the failure of Pakistani economy. The government kept making claims over the past four years but had not done anything to reduce electricity shortage and now, it cannot do much as it has only a few more months in government. 8.Ummat editorially criticised the government for the load shedding, and said the MQM was exploiting the issue to remain in power. (Ummat Edit)

9.According to an announcement made by the Finance Ministry, the government spent Rs. 12.96 trillion to reduce poverty between July 2011 and March 2012. The federal government spent Rs. 484 billion and the provinces spent Rs. 11 billion respectively on subsidies. The federal and provincial governments spent Rs. 60 billion on construction of roads and bridges. The government spent Rs. 270 billion on education and Rs. 79 billion on health. According to the report, Rs. 6 billion was spent on social sector, Rs. 37 billion on public works programmes and Rs. 26 billion was spent on the Benazir Income Support Programme. (Urdupoint)

SINDH
1.Four persons  were killed in target killing incidents in Karachi including two Rangers.(Kawish)

2.Jasarat editorial notes that the Sindh government will recruit 26000 people and that these posts had been created after computerization of data of 4, 51,000 employees. This computerization exposed that 281 employees had died, 1264 employees had double jobs, 16065 employees had registered wrong information about their age and 21438 employees had no records with NADRA. Edit writes this expose indicates that the government had not taken any action on fake employees over the past four years and that the credit goes to NADRA for exposing wrong practices. POK/ G-B NEWS
1.In view of suspected people entering Gilgit city, security has been put on high alert to avoid terrorist incidents. (Baad-e-Shimal)

2.Barrister Sultan Mehmood Chaudhary said that the AJK leadership was equally responsible for corruption of billions. He said that what he had claimed regarding corruption in Jinnah Model Town Housing Scheme project had been proved correct and promised to reveal more corruption in the AJK government. (Daily Dharti)

3.Gilgit-Baltistan Education Minister Dr. Ali Madad Sher has been given an additional charge as the Information Ministry. He is the first Gilgit-Baltistan Information Minister. (Baad-e-Shimal)

4.PPP (Gilgit-Baltistan) has been divided into three factions. Syed Mehdi Shah who is the Gilgit-Baltistan party president has proved a failure. Corruption is at its highest and jobs are sold when employees have not been paid salaries for months. (Baad-e-Shimal)

5.National Bank employees honoured bounced cheques of Rs.58 crores, out of the Rs.73 crores fund received from the federal government towards the payment of salaries and pensions, taking a heavy commission for payment. (Baad-e-Shimal)

6.Ghizer contractors have announced stoppage of work after their cheques for crores of rupees bounced. (Baad-e-Shimal)

7.PWD Gilgit-Baltistan has taken the decision to take legal action against those contractors who have received advance payments but had not finished development projects.  Work on many projects was not even 40% complete, but the payment was made by showing that 90% of the work had been completed. 8.Karachi-based NGO, Merry Aid Leprosy Centre, used to provide free medication for TB patients in Gilgit-Baltistan. Now this NGO has handed over the project to Gilgit-Baltistan TB Control programme, which has so far, not distributed any medicines. (Baad-e-Shimal)

9.Daily Dharti editorial notes that while addressing Sardar Ibrahim Khan’s 9th death anniversary gathering, Sardar Khan Bahadur Khan said that the PPP’s catchphrase ‘food, clothing and shelter’ for everyone was un-Islamic. This statement irked PPP activists and they boycotted the meeting.   Khan Bahadur Khan was in PPP before joining the JKPP and used to promise the same to the public to get votes.
