Chief Justice of Pakistan, Justice Iftikhar Chaudhry has become the toast of the town by what many consider as a path breaking, and, indeed, daring comment that there are inherent limitations on army and it cannot act suomoto. “Actions of the army not supported by the government are illegal”, he observed consigning to the dust bin thereby all the theories advanced by Pakistan judiciary to justify army takers in the past. If other judges on the apex court share CJP’s views, then none can dare to topple a democratically elected government in Pakistan

UNITED STATES
1. Ausaf editorial is on statements of US Assistant Secretary of State for South and Central Asian Affairs Robert O. Blake that Pakistan is still supporting armed militant groups in Afghanistan and that the role of India would be significant with regard to security in Afghanistan. The daily advises America to understand Pakistan’s perspective on Afghanistan if America wants to resolve the Afghan crisis. Militants groups are a reality in Afghanistan and they include the Haqqani Network.  Negotiations should be held with all groups without any discrimination. Edit writes that if the Indian army sets foot on Afghan soil then it will cost America dearly as the Pashtun belt will revolt against it. (Ausaf Edit, 13 November)

INDIA
1. Central leader of Jamiat-e-Ittehad-e-Ulema Hafiz Shoaib-ur-Rahman said that giving MFN status to India was like jeopardizing national security and alleged that India was involved in terrorism in Pakistan. He stated that India was trying to make Pakistan a desert by stopping its water. (Nawa-i-Waqt)

2. JUI (S) has condemned the government decision to bestow MFN status on India and demanded its withdrawal. (Nawa-i-Waqt)

3. Former chief of ISI Hamid Gul said that Pakistan had boosted American ambitions by giving India MFN status and stated that trade with India was not in the interest of Pakistan till Kashmir and water issues were resolved. He said that the agenda of America and India was to destabilize Pakistan and get hold of its nuclear arsenal. Gul said that India was the enemy of Pakistan and was working on an agenda to stop water of Pakistani rivers to make Pakistan like Ethiopia. He alleged that India had crossed all limits of atrocities in Kashmir. (Nawa-i-Waqt, Ummat)

4. Nazaria-e-Pakistan Trust passed a resolution against the government’s move to give MFN status to India. The resolution demands that MFN status should be held back until India was ready to resolve the Kashmir issue in accordance with the UN resolution and to stop conspiracies to destabilize Pakistan. Another resolution of the Nazaria-e-Pakistan Trust demanded that the government speed up efforts at the international level to facilitate the right to self-determination for the people of Kashmir. 5. Daily Intekhab talks about the SAARC conference and India’s expansionist attitude. Its editorial says the Indian government and Indian opposition both have anti-Pakistan motives and hence Islamabad should take its decision keeping in mind the collective benefits and interests of the people of Pakistan as well as other nations of the region. 6. Governor of Sindh Dr Ishrat ul-Ebad has contacted federal institutions to ensure the early release of senior Pakistani professor Dr Khalil Chishti who is being lodged in an Indian jail. (Nawa-i-Waqt, Urdupoint)

7. India will buy 900 helicopters worth 37 billion rupees in the next 10 years. (Nawa-i-Waqt, Urdupoint)

DEFENCE
1. Writing in Ibrat, Wahid Paras Hesbani welcomed Chief Justice Chaudhry’s observation that there are limits to the Army powers; if the Chief Justice’s views are shared by other judges, no dictators would dare to topple a democratically elected government. (Ibrat)

2. Editorials have welcomed the Chief Justice Chaudhry’s statement that actions taken by the Army without the government’s consent are illegal. These edits felt the court should re-open all earlier acts of toppling democratic set-ups and ensure accountability for such actions in order to strengthen democratic fabric of the country. 3. Ummat editorial says it is clear from Chief Justice’s statements that he favoured the law and the constitution, and not any particular group. Supreme Court has seen what respect this government is giving to SC orders; everyone in Pakistan is dejected by the government. If the Army comes to the rescue of the nation, people would support it. TERRORISM /EXTREMISM
1. Swat Police have arrested a very important extremist commander, Muhammad Rasool, from Shahi Bag in Swat. (Baad-e-Shimal)

2. Daily Pak commenting on the Ops against militants who had kidnapped five security officials in the mountains of Pir Chambal says the government’s claim of controlling terrorism is untenable. It noted that the kidnapped officials have been executed. Edit criticizes that if security officials were not safe, what would happen to the common people?  (Daily Pak Edit)

POLITICAL DEVELOPMENTS
1. Jamiat-e-Ulema (UK) criticized the Pakistan High Commissioner in London for an anti-Pakistan documentary shown on BBC and said High Commission was not working in the interests of Pakistan but serving the interests of somebody else. (Ausaf, 12 November)

2. PML-Q leader and Minster for Housing Faisal Saleh has said that his party’s seat adjustment with PPP is valid till the 2013 election. (Daily Pak)

3. PTI chief Imran Khan would hold a meeting with Father of Pakistan bomb, Dr. A.Q Khan tomorrow and invite him to join Tehreek-e-Insaf Pakistan. (Daily Pak)

4. Jang editorial is on statements by President Zardari and PM Gilani that their government has no threat. PPP leaders have been saying that they are the real servants of the people but have not demonstrated this faculty. Edit writes that there were so many problems unresolved and hence instead of criticizing opposition parties, the government should prove its claim by doing something good for general public. ECONOMY-WATER- ENERGY

1. Chief engineer of the Electricity Department Muhammad Ali has asked consumers to stop using heavy products and instruments imported from India as it would help in controlling load shedding. (Baad-e-Shimal)

2. JI secretary Liyaqat Baloch said that farmers were facing difficulties due to policies of the government. He stated that promise cheap fertilizers were not fulfilled and farmers are not getting fertilizers even at high costs. (Jasarat)

SINDH
1. Mumtaz Bhutto of Sindh National Front stated at a public meeting in Thal that MQM had taken over half of Sindh. He stated that America had removed Benazir and imposed Zardari on Pakistan, who was now at the mercy of the Americans. (Ibrat, 13 November)

2. Abbas Jablani writes in Awami Awaz that the killing of 3 Hindu doctors was not the first indication of rising fundamentalism in Sindh. The robust protests over these killings are however an indication that there is no place for such militancy in Sindh. (Awami Awaz)

POK NEWS/KASHMIR

1. AJK Premier Abdul Majid said that the Gilani-Sindh summit during Saarc get together  marked a  breakthrough towards a solution of the Kashmir issue by increasing the trust level between the two countries.  He stated that liberation was the destiny of Kashmiris and reiterated that Kashmir is PPP’s one-point agenda. 2. JI AJK Chief Abdul Rashid Turabi said if the Pakistan Army was also part of the MFN decision, then it would be a more serious tragedy than the fall of Dhaka. (Ausaf, 13 November)

G-B NEWS
1. A social worker of Gilgit Baltistan, Zafar Abbas said that the government has failed to enforce law and order in the Gilgit City and that the situation is deteriorating daily. He said that murder of innocent people in daylight in the presence of security forces has become routine. He demanded government functionaries should take practical steps to establish law and order rather than giving statements to the media. (Ausaf, 13 November)

2. People in Sakwar (Gilgit Baltistan) were deprived of basic amenities due to government negligence. (Ausaf, 13 November)

3. Muhammad Sharif, Member of Organizing Committee All Pakistan Muslim League, G-B, said that government has failed in establishing peace in Gilgit-Baltistan; people were dying due to inflation and hunger but nobody was worried about them. (Ausaf, 13 November)
