Pakistan promoting radicalisation in Kashmir to create 'civil resistance'

Pakistan has changed its K-strategy; it is now trying to superimpose militancy by promoting “civil resistance” through radicalisation.

The ongoing militancy in Jammu & Kashmir is intrinsically linked to infiltration of terrorists from across the border, both through the International Border as well as the Line of Control(LoC)

“The year 2016 has seen a change in Pakistani tactics following a strategy of superimposition of militancy over civilian resistance through radicalisation by vested interest groups and social media,” the Union Home Ministry said in its report for the Year 2016-17.

2016 saw a significant increase in terrorist violence (54.81 percent) and casualties suffered by security forces (110.25 per cent) in comparison to the year before. However, civilians casualties have decreased.

According to the report, as many as 322 incidents of violence were reported in Jammu and Kashmir in 2016 – up from 208 in the year before. 150 terrorists and 15 civilians were killed besides 82 security forces personnel. The 2015 toll was 108 terrorists, 17 civilians and 39 security forces personnel.

Infiltration attempts from Pakistan saw a spurt during 2016. But with the state government and security forces have increasingly neutralised infiltrating terrorists. The Year 2016 saw as many as 364 infiltration attempts- up from 121 bids made in 2015.
