Kawish reports that al-Qaeda is changing (shifting?) its bases and it attributes the development to army drive against them. Ummat contends that the Pakistan Army has refused to proceed against the Haqqani Network. MFN to India is bringing more brick bats to the Zardari government as the critics see the move through the Kashmir prism; the only one to defend Islamabad is the Premier of AJK, who is a PPP functionary.

AFGHANISTAN

1. Germany’s special envoy to Afghanistan Michael Steiner said that hard-line Taliban militia would possibly take part in next month’s negotiations which would be held in Germany. The conference will be on 5-8 December. (Nawa-i-Waqt)

UNITED STATES
1. Pakistan Army has rejected a meeting with an American delegation over the Haqqani Network. The army was not considering any operation against the Haqqanis. The Army has made it clear that Haqqani was the only pro-Pakistani group and if they got any instruction from the Presidency, the Army would clear its stand on the issue. President Zardari has told America that he was not convinced with Army’s thinking and wanted full control over such issues. (Ummat)

2. Hundreds of people led by Imran Khan gathered in Miransha to protest against drone attacks. The demonstrators complained that security forces launched a blind operation yesterday and that it resulted in loss worth crores of rupees to locals. The protestors also demanded that propaganda against the Haqqani Network should stop. (Urdu Point, 10 November, Jasarat, Khabrain, Daily Pak)

INDIA-MFN
1. Commenting on Singh-Gilani summit in Maldives, former Foreign Minister Shah Mahmood Qureshi said India decided its agenda as per its wishes. Negotiations should continue but if India wanted talks on certain issues, then Pakistan also wanted talks on certain issues. Former Secretary in the Foreign Office Gen Ikram Zaki said whether the negotiations were moving forward or not would be known when both countries discussed Kashmir and water issues. 2. Marvi Memon, a former law maker has asked India to stop violation of human rights in Kashmir. She added that giving India MFN status was betrayal to the blood of martyrs and very soon, a nationwide movement would be started against the federal government’s decision. 3. Nawa-i-Waqt editorial on the atmospheric changes in relations between India and Pakistan says if the government goes ahead with good ties with India on Indian conditions, by sidelining sacrifices made by Kashmiris, then Pakistan would be responsible for becoming part of the Indian strategy to write off the existence of Pakistan. Edit advises that the best thing that Pakistan can do is to not have any trade or other contact with India until the Kashmir dispute was resolved according to the UN resolution. (Nawa-i-Waqt Edit)

4. Daily Intekhab editorial says Pakistani representatives at SAARC appeared to be talking to India in an apologetic manner whereas India had the same unbending attitude with the aim of expanding its supremacy in the region. Though talks and peace between India and Pakistan and all regional countries was of great importance, they should be on equal basis and no one should try bossing others around. Edit states that regional countries felt India’s intention to expand as the biggest hurdle to cooperation and development in the region. Edit writes that India’s love for America has made its character more dubious as far as sovereignty of other nations was concerned. Edit writes that America and its allies were trying to leave the region after their insulting defeat but India was assuring them of safeguarding their interests. Edit further writes that Indian expansionists are not in a position to play a negative role alone after Russia, China, and Iran’s anti-capitalist character and therefore the puppet of capitalism was trying to take Pakistani leadership along for a new front against the important nations of the region. Edit asks Pakistani leadership to understand the policy to serve capitalists adopted for past sixty years would not work further anymore as the people of Pakistan are not at all ready to get exploited against the cumulative benefits of the region. 5. Khabrain editorial on India-Pakistan summit in Maldives notes that the leadership of both countries have pledged to continuing negotiations to resolve issues like terrorism, Kashmir and trade. Edit gives the example of 2010 trade that had been profitable to India only. On Bangladesh’s reservations over EU offer, edit says some analysts believed it must be Indian tactics as on the one hand India cast a vote in favour of Pakistan in the WTO conference and on the other hand India was using Bangladesh to oppose Pakistan. Edit suggests that even while holding talks with India to resolve issues, Indian conspiracies and tactics should not be neglected. (Khabrain Edit)

DEFENCE
1. Jasarat has editorially warned that any wrong decision taken by military and civilian leadership to appease American leadership may be equal to a betrayal of the nation. (Jasarat Edit)

2. Ummat edit on PM Gilani’s meeting with Russian Premier Putin during SCO conclave says Russia would be very helpful to Pakistan particularly in reducing Pakistan’s power problems. (Ummat Edit)

3. Daily Pak editorial is happy at the five-year trade deal Pakistan and China have signed at the Shanghai conference. It says China has always been a true friend of Pakistan in its times of need. (Daily Pak Edit)

4. EDIT in Nawa-i-Waqt says PM Gilani and COAS Gen Kayani had clarified that action against the Haqqani Network was not in the interest of Pakistan. PM is the executive authority in governance and the President should respect his opinion. (Nawa-i-Waqt Edit)

5.Al-Qaeda is changing its bases due to effective operations, sources in intelligence agencies say. Al-Qaeda leadership is not getting any funds from Pakistan due to Pakistan Army operations which would now target al-Qaeda’s operational commanders. The sources stated there may be no operation at North Waziristan under American pressure, but there would now be targeted operations there. (Kawish)

6. Federal Minister for Information and Broadcasting Firdaus Awan said that the Haqqani Network has no presence in Pakistan and if anybody has information, they should provide it to the government rather than giving it to the media. Awan also said that action would be taken against any group which was against the security of Pakistan. (Jasarat)

POLITICAL DEVELOPMENTS
1. Former foreign minister Shah Mahmood Qureshi will announce his next political moves at Ghotki, Sindh on November 27th. He is in touch with Nawaz Sharif and Imran Khan. (Kawish)

2. Former Railway Minister Sheikh Rashid has said that some big elements were responsible for the destruction of the railway system. He said that if Railway Chairman and Gen. Manager wanted to, they could end corruption in the railways. (Khabrain)

3. Sher-e-Afghan and Inamullah are likely to join Tehreek-e-Insaf Pakistan while  Nawabzadgan of Kalabagh will gravitate towards PML(N). (Daily Pak)
 
SINDH
1. GN Mughal in Awami Awaz focuses on the killings of Hindus in Sindh. He writes killing of Hindu doctors, rising militancy, and police failures were leading to a rise in anti-PPP sentiments. (Awami Awaz)

2. Nawaz Sharif has said he will bring up the issue of the killing of 3 Hindu doctors in Sindh in the National Assembly. (Ibrat)

3. Hindu Sindhis are a part of Sindh and should not see themselves as the minority, Dr. Qadir Magsi of Sindh Taraqi Pasand said while addressing a condolence meeting held by relatives of three slain Hindu doctors. He stated that violence against Sindhi Hindus would stop only after Hindus consider themselves a part of Sindh and fight for their rights. The ceremony was attended by other political representatives as well, including President Zardari. SSP of Shikarpur has been replaced; three accused in the killings were also produced in anti-terror court at Jacobabad under heavy police security and were later handed to police remand for seven days. One of the accused later told media that all three have been arrested without any reason. He also said innocent Bhaiya tribe women are also being arrested by police. (Ibrat)

4. Sindh Interior Minister Manzoor Wasan said that while Shahbaz Sharif was a stooge of dictators, Nawaz Sharif did not want to end the current democratic set up. (Ibrat)

5. Hussain Musrat Shah writes in Jasarat that Sindh was breaking Sufi traditions by attacking Hindus. (Ibrat)

6. A spokesperson for JI Karachi said that incidents like snatching hides of sacrificial animals were an open challenge to the government writ. He demanded action against culprits to prevent recurrence of such incidents. (Jasarat)

ECONOMY
1. Thousands of people took to the streets against load shedding in Phindar and blocked the Gilgit-Chitral road. (Baad-e-Shimal)

POK NEWS/KASHMIR
1. Raja Muhammad Yaqoob, president of Muslim Conference (Luton) said what was the place of wars fought against India if that country was a favoured nation of Pakistan?  He said that the people of Kashmir will not accept the move and stated that the MC will not allow any conspiracy to divide Kashmir. 2. Former PM of AJK Raja Farooq Haider Khan said that the PPP-led government had betrayed more than 1 lakh martyrs by giving India the MFN status and stated that the people of Kashmir will not pardon leaders for this act. (Ausaf, 10 November)

3. PM of AJK Abdul Majid said that India has become a major power in South Asia and trade contacts with India were in the interest of Pakistan. (Ausaf, 10 November)

4. Daily Dharti laments that the people of Kashmir have forgotten two most important personalities of Jihad-e-Azadi, Captain Hussein Khan and Col. Khan Muhammad Khan, whose martyrdom falls on Nov 11.  Both are remembered by some parties only to get some political mileage. (Daily Dharti Edit)

5. Three eye witnesses to Aliabad firing, who are now in police custody, said the police had fired on protesters. They complained that they were pressurized in jail to clear the police and were asked to confess to the crimes in order to get out of jail. (Ausaf, 10 November)

6. Due to public pressure, the Accountability Bureau of AJK has agreed to check the properties of all government officers. Cases would be registered against those who had disproportionate wealth. (Ausaf, 10 November)

7. Marvi Memon, a former law maker, said AJK is in a sorry state. Most of the areas affected during the 2005 earthquake are still in an appalling condition. (Daily Dharti, Baad-e-Shimal)

G-B NEWS
1. Baad-e-Shimal has voiced concern over the security situation in Gilgit. It said that with continuous incidents of terrorism before and after Eid people were not attending offices and most of the business markets were closed. Edit states that Gilgit population was divided between Shias and Sunnis and this sectarian difference was very unfortunate as the administration had completely failed to bring these two sects on one platform. Edit writes that criticism against CM Mehdi Shah was also correct as he had not done anything to improve the law and order situation. (Baad-e-Shimal Edit)
