INDIA
1. Kashmir Committee hase demanded that the government take action on the inaction by Pakistani officers on the issue of Indian water aggression. Addressing a meeting of the committee, its Chairman Maulana Fazlur Rahman, who is also JUI-F Chief, said that it was extremely necessary to stop India from stealing Pakistani waters under the guise of the Indus Water Treaty. Federal Minister for Kashmir and Gilgit-Baltistan Affairs Manzoor Ahmad Wattoo, Secretary Kashmir Ministry Kamran Qureshi, Additional Secretary Hamid Ali Khan and officers from Water and Electricity departments attended the meeting. DEFENCE
1. COAS Gen. Kayani visited Multan yesterday and took part in the concluding ceremony of Southern Command’s war exercises. The exercise was part of the ‘Azm-e-Nav’ series which is aimed to affirm and assess operational preparations in view of the current wave of bomb blasts. (Urdupoint, Nawa-i-Waqt, Baad-e-Shimal)

2. Former Pakistani Ambassador to USA, Hussain Haqqani said that the Army had given up direct interference in politics but had not yet given up influencing the political system. (Nawa-i-Waqt)

2. Foreign prisoners in Adiala jail are tortured and are being asked for bribes. (Urdupoint)

4. Additional District and Sessions Judge (Rawalpindi) has summoned DG-ISI and DG MI on October 15th in the case of persons missing from the Adiala jail.  (Nawa-i-Waqt)

ATTACK ON MALALA
1.JI has condemned the Taliban attack on Malala Yusufzai in Mingora. (Jasarat)

2. Swat has been gripped in the fear once again after Taliban’s attack on Malala Yusufzai and there is the fear that it is slipping into Taliban hands. After the attack on Yusufzai, people of Swat are angry as well as sad. A large number of military and police force has been deployed in the markets of Mingora. (Jasarat)

3. KP Information Minister Mian Iftekhar Hussain condemning the attack on Malala Yusufzai said that they will fight till their last breath to ensure security of girls. He said that the attackers would be brought to justice. He said that no decision had been taken over the operation in South Waziristan and at present, it is only a rumour. He claimed that the KP government would be taken into confidence if the decision is taken to launch the operation in South Waziristan. He said that the stance of the KP government was that an operation should be carried out wherever there was presence of terrorists. (Urdupoint)

4. Taliban’s attack on Malala Yusufzai clearly demonstrates what the Taliban intends to do. Pakistan’s civil society, all peace loving people, political parties and security institutions  must  play their role in getting tribal areas free from ‘terrorist laws’ so that girls can study without fear. 5. As the TTP has claimed responsibility in the Malala Yusufzai attack case for this attack, the international media would spare no opportunity to defame Islam and Pakistan under the guise of extremism. Though the attack was highly condemnable, linking it with Islam was not wise and Pakistan’s west-influenced media should be careful in making comments. (Ummat Edit)

IMRAN KHAN MARCH
1. Punjab Law Minister Rana Sanullah said that Imran Khan was not the horse but an ass of the establishment. He said that the government used Khan against drone attacks to get funds from America. Sanullah said that Khan did not speak even a word against the Jewish lobby during his peace rally and that he should quit politics. (Daily Intekhab)

2. Senator Hafiz Hamadullah of JUI-F said that Imran Khan was working on the strategy of the former President Marcos of Philippines who came to power by talking against America and later, started working for it. He said that though Imran Khan claims that he was against drones, later, he would emerge as the protector of American interests. Hamadullah said that to come to power in Pakistan, one should have support from two outside powers i.e. the Pentagon and the State Department and that Imran Khan had never said anything against them and even the US had iterated many times that Imran Khan was the best person for them in Pakistan. Hamadullah added that PTI’s peace march negatively impacted the tribes as it had American participants and because the march was stopped from entering South Waziristan for security reasons; this would give the US an excuse that there were terrorists present in South Waziristan which necessitate drone attacks. He said that the media also gave undue coverage to the peace march which was attended by less than 5000 people. (Ummat)

3. Difa-e-Pakistan Council Chief Maulana Samiul Haque said that Imran Khan was not wise enough to say that if supported, the tribes themselves would chase out Taliban because in fact, the Taliban were fighting with those who were against the tribes. He said that they had organized a jirga on 28th September at the border of North Waziristan in which many tribal leaders vowed to fight against drone attacks inside Pakistan’s tribal areas but unfortunately, the media did not give any coverage to such an important event. Haq said that on the contrary, Imran Khan did not even enter Waziristan and was not sincere about drone attacks but even then, got a huge coverage from the media. Haq said that DPC was formed against drone attacks and NATO supplies and if Imran Khan was sincere in his efforts, he would have invited them. He said that even if Imran Khan had touched Waziristan’s boundary, we would have supported his cause, but everything was pre-determined for political gains. (Ummat)

TERRORISM/EXTREMISM/ANTI-ISLAM FILM
1.Addressing the Jamaa-e-Masjid Ahle Hadis Shikarpuri gate during a training session of JuD activists,   Hafiz Saeed has said   Terry Jones and Sam Bacile who produced the anti-Islam film should be hanged. If US could not do this, then Muslim countries should cut all diplomatic ties with the US. (Tehrik Hurmat-e-Rasool)

2. Naved Masood Hashmi writes that due to the mindset of Muslim leaders, US President Obama refused to ban the anti-Islam movie, even while admitting that the film had hurt Muslim sentiments across the globe. Heads of Muslim countries, UN and OIC are American slaves and advises Muslim youth to become heroes of the battlefield. Hashmi writes that if the rich gave money for jihad and mujahideen, mothers give permission to their children to join jihad, and Muslims women sacrifice their beloved husbands for jihad, then blasphemers will face a tough time. Hashmi writes that jihad needed to be sped up to kill blasphemers. He invites Muslim youth to join jihad, instead of carrying out protests on streets and stresses that jihad was the only cure against blasphemy. (Al Qalam Weekly, 5 October to 11 October)

3. Federal Railways Minister Ghulam Ahmad Bilour said that there are many better Muslims in Pakistan than him but the almighty gave him this opportunity to announce a bounty for the blasphemer and that he would stand by his decision.  He added that there was no harm in a dialogue with the Taliban and that the unrest in Pakistan was due to unclear political vision. He mentioned that the dual nationality issue was like a wife keeping two husbands. (Ummat)

POLITICAL DEVELOPMENTS
1. MQM leader and federal minister Dr Farooq Sattar has appealed to the Election Commissioner to not to take a final decision on the issue of dual nationality. EC should wait until the SC delivers its verdict on the issue. (Ausaf, 9 October)

2.  PML-F chief Pir Pagara has decided to tour all provinces to bring together all Muslim League factions. (Nawa-i-Waqt)

3. Maulana Fazlur Rahman said that the restoration of MMA will be announced on October 18th without JI; he said that JUI-F, JUI-S, JUP, Jamiate Ahle Hadis and Islami Tehrik will be included in MMA. He said that JI had asked for 50 seats in KP as well as MMA presidency which created differences. AJUI-S’s Information Secretary Maulana Mohammad Asim said that MMA could not have any electoral significance without Maulana Sami-ul-Haq and Syed Munawar Hassan on board; he said that it was like restoring a train without an engine. He said that MMA had done nothing for the implementation of Sharia whereas JUI-S had united different religious and political parties on Difa-e-Pakistan platform. (Nawa-i-Waqt)

4. MNAs have said that parliamentarians were humiliated in the name of dual nationality and have demanded that judges, military officials and bureaucrats should also give declare, in writing, that they do not have dual nationality. (Urdupoint)

5. Islamabad High Court has banned publishing of material against Supreme Court judges and cautioned the print and electronic media that action will be taken if any material is published against the judges of the apex court. (Urdupoint)

6. Parliamentary Committee for the Appointment of Judges has cleared the appointment of Islamabad High Court Judge Justice Iqbal Hamid Rehman as an SC judge and Justice Anwar Kasi as the Chief Justice of IHC. Formal orders will issued by the government shortly. (Jinnah)

7. Former Religious Affairs Minister Allama Hamid Saeed Kazmi terms the Haj scandal as a conspiracy hatched by former premier Gilani to malign him. ‘Gilani made the appointment of secretary and DG but had shown in records as if the decisions were taken by me. He claims that alleged that former PM Gilani was behind the Hajj scandal conspiracy against him.  Azam Swati was paid crores for levelling allegations against me’, he said and added if Gilani exits PPP it will not hurt the party. ECONOMY/ENEERGY/WATER
1. Finance Ministry has released Rs. 3.5 billion for the Ministry of Water and Electricity under the electricity subsidy. This money will be used to purchase oil for power plants. (Jasarat)

2. Chairman of Ittefaq Oil Tankers Owners’ Association Asif Khan said that the Taliban were issuing threats and that there was jungle-raj in Karachi. He said that it seems as if Karachi was not part of Pakistan. He said that armed terrorists belonging to Waziristan and Durra had captured tankers of edible oils and due to this, the supply of oil had been suspended intermittently. (Jasarat)

3. In his column, Aqeel Khan writes that load-shedding is the most serious issue faced by Pakistanis today. He opines that the energy crisis could be overcome only by building the Kalabagh Dam but political parties are sacrificing the project for partisan ends. Every year 26.1 million acre feet of rainwater is wasted because of not building the Kalabagh dam. He writes that this much water could have irrigated Sindh’s 8 lakh acres, KP’s 4.4 lakh acres, Balochistan’s 5.1 lakh acres and Punjab’s 6.8 lakh acres, besides producing 3600 MW additional cheap electricity.  (Baad-e-Shimal

KHYBER PAKHTUNKHWAH (NWFP/FATA)
1. On orders from the Peshawar High Court, illegal encroachments around the Christian cemetery have been removed. (Daily Hazara News)

2. Mohammad Sajjad writes about the achievements of the Hazara University on its 11th anniversary. 8000 students are studying in 32 different streams and in the next 3 years, the number of students will cross 18,000. But 10 academic blocks, funded by Turkey, are still under construction.  80% of the work is pending for the last two and half years. (Daily Hazara News)

PUNJAB
1.Daily Intekhab has taken to task the Punjab bureaucracy for accusing the federal government of violating the Constitution after the 18th Amendment. A national newspaper published this news in a manner so as to give an impression that all four provinces had blamed the federation for playing with the Constitution which was untrue. Edit says that if a smaller province had levelled such allegations against the federation, it would have been termed as treacherous and anti-Pakistan but Punjab was different. It says that the Punjab bureaucracy was not ready to accept equal load-shedding all over Pakistan and that this is proved by the statements made by Punjab Chief Secretary that the federation, as an entity, has threats from Punjab alone. Edit says that if Punjab deemed no benefit from Pakistan becoming a real federation, then everyone should sit together and decide whether to stay together or not. Edit writes that the Punjab bureaucracy should understand that this is not 1971 and that the world had transformed into a global village today with development in information technology; hence, the same old tricks are no longer effective. SINDH
1. PPP leaders haves strongly condemned yesterday’s attacks on residences of PPP leaders in Sindh interiors. They said that General Zia’s followers were trying to start a bloodbath.  Chief of Sindh United Party and convener of Sindh Bachao Committee Syed Jalal Mahmood Shah said that this was a conspiracy to sabotage their peace efforts. He said that they had no links to any ‘Sindh Liberation Army’ and that the government was using cheap tactics to change their peaceful movement into a violent one. He alleged that it had been PPP’s tradition to get involved directly to foil peaceful struggles, at times with support from others. Shah said that the public was fed up of PPP, mainly because of the controversial local government ordinance. He alleged that PPP was trying to continue the bloodshed as it was afraid of elections. 2. While investigating bomb blasts and bombs recovered at the residences of Sindh Assembly members, Police have arrested a person from Larkana and recovered from him pamphlets purported to be Sindhudesh Liberation Army. (Ibrat)

3. Sindh Tariqui Pasand’s hunger strike in Hyderabad has entered third day; leaders from other Sindhi nationalist groups including Jiye Sindh Quami Mahaz have expressed solidarity with those on the hunger strike. They said that the protest needed to be strengthened further and that the Sindhi civil society and Sindhi nationalist groups were united in their rejection of the local government ordinance. 4. Safdar Saraiki, chief of Jiye Sindh Tehrik said that hundreds of Sindhis will march from the Maleer Press Club and will gather in front of the Karachi Press Club to protest against the controversial local government ordinance. He said that Sindhis reject the system as it will eventually split Sindh. (Kawish)

5. Sindh United Party has announced protest rallies on October 11th, 13th, 14th and 20th across Sindh to protest against the local government ordinance. SUP leader and Sind Bachao Committee’s district convenor Zain Shah said that the Sindh government was behind the bomb drama yesterday which was aimed at triggering civil unrest. He lashed out at the government for arresting children and levelling terrorism charges at them. He alleged that the Police fired on unarmed protestors on the October 2nd rally. (Awami Awaz)

6. In a statement, Sindh National Party’s Amir Bhambroo said that the show of Sindhi resentment against the local government ordinance has scared PPP and for this reason the government machinery was being used to target Sindhi nationalists. He said that yesterday’s bomb recovery in front of PPP members’ houses was just a drama enacted by PPP to earn Sindhi sympathy. (Kawish)

7. Poor law and order conditions in Karachi had begun to take a toll on the city’s economy. The business community has said that extortion had made life miserable in Karachi interiors. (Awami Awaz)

8. Rauf Nizami writes that recent developments indicate that PPP’s popularity is low in Sindh and that it doesn’t stand a chance of winning the next election. Sindhis fear that they do not have any alternative to PPP in Sindh, and therefore, if Sindhi votes get divided, it would be worse. Nizami says that earlier, the Bhutto name used to work wonders with Sindhis. Instead of waiting for some charismatic personality to come to Sindh’s aid, Sindhis needed to be trained politically for the future. (Awami Awaz)

9. Dr. Khalil Qazi writes that people being pitted against one another could prove to be very dangerous; he says that the protests against the new local government ordinance could become more vocal. He says that while it looks like the government does not have any moral grounds to impose this system on Sindh; Sindhis have also made it clear that they will not accept it. Qazi uses the example of the huge October 4th rally when people came out on streets in great numbers. They were neither nationalist groups nor members of any religious group, they were common people with a conscience. He says that Urdu literary figures were part of this rally. Qazi says this rally could be taken as a referendum and as writing on the wall; he advises the government to withdraw the controversial ordinance. (Kawish)

10. Kawish edit on firing at the Kherpur rally and the sense of unease in the wake of the local government ordinance says all these incidents point to anarchy-in-making in Sindh. It urges all parties to rise above politics and to view the situation in Sindh objectively. (Kawish Edit)

11. Jasarat editorial on the attacks on residences of PPP leaders says that the situation was getting out of hand in Sindh interiors and PPP’s incompetence was responsible for it. PPP had disappointed everyone in its bid to keep MQM happy. It says that PPP had irritated Sindhi nationalist parties. It warns that more blasts could take place in Sindh and that rallies could be targeted. Edit alleges that Balochs have also joined disgruntled Sindhi nationalists. (Jasarat Edit)

BALOCHISTAN
1. Balochistan National Party’s district leader Abid Rahim Lehrani said that the people were facing trouble due to scarcity of water in Gwadar. He said that the former Commissioner of Makran Division had promised to complete the water pipeline to Gwadar in 2 months, but no action had been taken yet despite 3 months having passed. 2. Balochistan government purchased a latest jet aircraft from the US for Rs.1.70 billion. (Jang)

POK/ G-B NEWS
1. Syed Ali Geelani, in his message to JI-AJK’s annual gathering, said that a strong Pakistan alone could support Kashmir; he said that if Pakistan could not support itself, it cannot be expected to support others. He added that the situation in Waziristan and Balochistan had been spoilt by anti-Pakistan forces in order to weaken Pakistan. (Baad-e-Shimal)

2. Talking to Baad-e-Shimal, Gilgit-Baltistan Finance Minister Mohammad Ali Akhtar criticised the ban imposed by the federal government on new recruitment. He said Gilgit-Baltistan government must pass a resolution in the assembly urging the federal government to lift the ban. (Baad-e-Shimal)

3. Federal Minister for Kashmir and Gilgit-Baltistan Affairs Mian Manzoor Ahmad Wattoo has compared the prospect of a transparent election in AJK to an adventure of Chief Election Commissioner, (AJK), Khwaja Saeed. He added that the existing election commission of AJK was a role model for the people of Kashmir as well as for the Indian government. (Jinnah)

4. Director of Education Commission, Baltistan, has accused teachers of not carrying out their responsibilities. He said that all their demands had been met but they were not taking their work seriously. (Baad-e-Shimal)

5. Over the last 3 years, more than 8000 people had been given government jobs on political and religious grounds or on the recommendations of influential persons, though there was no need for so many people. They have become a burden on the government treasury. (Baad-e-Shimal)

6. Baad-e-Shimal in an edit on the Jaglot-Skardu Road demanded action against officials responsible for sabotaging this project of defence and economic importance. It notes with approval the statement of senior minister Mohammad Jafar, Municipal Minister Engineer Ismail and Public Account Committee (Gilgit-Baltistan) chairman Hajji Mohammad Ibrahim that the project was sabotaged as per a conspiracy by the Communications Ministry.
